EFEKTIVITAS KEBIJAKAN PPTPKH TERHADAP RESOLUSI KONFLIK TENURIAL DI KECAMATAN ATU LINTANG, ACEH TENGAH

Abstract

Tenurial conflict in forest areas remains a complex structural problem affecting environmental sustainability, community welfare, and forest governance. Land conversion from forest areas into coffee plantations and other crops in Atu Lintang District has triggered persistent tenure conflicts between communities and the government. This study aims to analyze causal factors, policy implementation, impacts, and settlement patterns of tenure conflict through the Land Tenure Settlement in Forest Area Planning (PPTPKH) policy. A mixed-method descriptive approach combining policy study and case study was applied. Data were collected through interviews, observation, questionnaires, and institutional documents. Results indicate that tenure conflicts arise due to intergenerational land occupation, limited land outside forest areas, differing perceptions of forest status, and weak legal certainty. Implementation of PPTPKH contributes to conflict reduction by providing legal recognition and management access, although limitations remain due to incomplete inclusion of community land claims. Strengthening transparency, stakeholder participation, and monitoring mechanisms is recommended to enhance policy effectiveness.
